Approaches to Contracting

As organizations grow beyond just a few people, procurement often becomes a separate corporate function with its own staff. Often, you must consult with procurement staff for most purchasing decisions rather than making decisions on your own. Consequently, most organizations use one or more of three contract approaches:

centralized decentralized contracting blended approach
	Caltrans uses the blended approach

Each approach has advantages and disadvantages.
