Division of Procurement and Contracts (DPAC)

The Division of Procurement and Contracts, DPAC, is responsible for all Caltrans purchases and the execution of service contracts. DPAC provides support and guidance to contract managers and employees purchasing goods and services.

Contract managers (CMs) and task order managers are located in the districts or divisions in order to provide on-site contract administration. All must still follow DPAC's policies and procedures. CMs start the procurement process by completing the required forms and sending them to DPAC for solicitation and contract processing. We’ll cover these initial forms and procedures in Contract Planning.
