Develop the Final Rankings

Using Form ADM 2028 (Architectural & Engineering Consultant Evaluation Form, Final Evaluation) each member of the consultant selection committee independently scores each shortlisted firm then develops a final ranking of the most qualified consultants. The ranks from each panel member are combined to come up with the final ranking of the consultant. The ranks from each panel member are combined to come up with the final ranking of the consultant. If there is a tie at any position in the final ranking, the committee will discuss and break the tie using a consensus score sheet, ADM 2028b CONSENSUS. The final scores and rankings are then provided to the contract analyst immediately following the interview.

Consultants are understandably curious as to why they were not the most qualified consultant, and usually ask for a debriefing of their interview. This debriefing can be performed only after the contract has been executed. The debriefer comes from the interview panel and usually is the Contract Manager. Debriefing guidelines are detailed in the manual titled A&E Standards and Procedure for Initial & Final Evaluation Scoring.

It is recommended to provide a description of the consultant's strengths and weaknesses (demonstrated at the interview) to the consultant at the debriefing. Do not provide any documentation to the consultant. If the consultant wishes to obtain any documentation, refer them to the DPAC contract analyst.
