Disputes or Claims Issues can arise between the consultant and Caltrans during the performance of a contract. If the CM and the consultant cannot resolve an issue, the consultant may file a formal dispute with DPAC. Disputes are handled according to the terms of the contract language. When a consultant files a dispute, the consultant is NOT authorized to stop work on the entire contract or the entire task order; only the work directly related to the disputed issue may stop. In cases where the contract manager has disallowed invoice charges due to a contract dispute, the consultant may file a claim.
